Because of the nature and amount of quality improvement activity that DMH and the State QIC have undertaken, the QIC established two smaller workgroups and also relies on the expertise in existing DMH advisory committees. This has been a very successful strategy to date. It allows access to a greater range of technical knowledge and offers a more flexible structure capable of reacting to issues in a more prompt and detailed manner than would be possible for the QIC acting as a whole.

State QIC Inpatient Treatment Review Workgroup

Value Statement

High quality inpatient services that are culturally sensitive and appropriate for clients and their family members (or significant support persons) are an important component in the continuum of mental health care.

Charge Statement

To review data and indicators and make recommendations related to inpatient psychiatric hospital services within the context of the continuum of care including, but not limited to: issues of access, utilization and quality.

State QIC Community Mental Health Services Workgroup

Charge Statement

To review data and information that will assist to identify opportunities for quality improvement in outpatient, systems of care and community-based services.

DMH/Systems of Care Division Client and Family Member Task Force

Mission Statement

In order to promote a better quality of life for all mental health clients, the Client and Family Member Task Force will assist in the development of an effective, culturally competent, comprehensive, community-based service delivery system. This is accomplished by advising and supporting the Department of Mental Health and the California Mental Health Directors Association by advocating for clients and family members.

DMH Cultural Competence Advisory Committee

Purpose

To serve as an advisory group to the California Department of Mental Health, Office of Multicultural Services as mandated in the Federal Waiver Request. Its role is to provide expertise, consultation and recommendations to the DMH in the development and direction of culturally and linguistically competent mental health services. To provide and develop tools and resources to support culturally competent services with mental health plans.

Charge Statement

To review DMH ethnicity data and make recommendations to the State QIC.

DMH Compliance Advisory Committee

Mission-Vision

  • DMH should oversee local programs to ensure compliance with Federal and State regulations, with the Compliance Advisory Committee (CAC) as a source of evaluative feedback and assessment.
  • The environment in which the CAC will function must be of collaboration and commitment to building consensus.
  • The purpose of the CAC must be to assess, clarify and improve the Department’s Compliance function.
  • The State, by establishing the CAC, will provide leadership that reinforces the importance of equitable and adequate delivery of public mental health services.
