BACKGROUND
The Mental Health Services Act (MHSA) requires that the California Department of Mental Health establish guidelines for the content of the Capital Facilities and Technology Component Plan that each county mental health department shall submit as part of its Three-Year Program and Expenditure Plan. A “capital facility” is a building secured to a foundation which is permanently affixed to the ground that is used for the delivery of MHSA services to mental health clients and their families or for administrative offices.
