Data Collection and Reporting Methodology (1998-2002)

Data Collection: Each county was required to fully implement the Children and Youth Performance Outcome System no later than April 1, 1998. Information regarding the definition of implementing the system and the administration of the instruments can be located in the Training Manual and the Answers to Frequently Asked Questions.

Reporting: The reporting of Children & Youth Performance Outcome Data was to be utilized to generate information for the following purposes:

  • Assist clinicians with treatment planning and service provisions
  • Effect quality improvement in local mental health programs
  • Provide performance outcome data to the State and Legislature
  • Allow for comparison between California's public mental health programs and those of other states

DMH required that each county mental health program submit a set of client-level data in the format specified in the DMH Children & Youth Performance Outcome Data Dictionary. The method of entry and management of performance outcome data was at the discretion of each local program. However the transmission of the data to the State needed to be submitted according to established formats. Data had to meet specific requirements before being accepted and imported into the DMH database. Data were reported to DMH on a semi-annual basis. Summary reports were generated comparing each county's mental health program performance to itself over time.
