Planning Council Staff
Jane Adcock, Executive Officer - Jane has worked in public mental health since 2000 and has been an integral part of the development and implementation of the Mental Health Services Act (MHSA) programs at the Department of Mental Health. During the 1980’s and 1990’s, Jane garnered extensive experience with public policy analysis and program development while employed with the Department of Social Services. Her work has included collaboration with local county governments, community providers, clients and family members, and other state agencies as she strives to find common ground for effective outcomes. She has testified in legislative hearings, advised the Directorate and Agency Secretary on a variety of issues and participated in many work groups. Jane has a Master’s Degree in Psychology, and a Bachelor’s Degree in Spanish. She is bilingual and bicultural and has worked in state government for over 20 years. Andi Murphy - Andi Murphy joined the Planning Council team in April 2009, bringing community mental health planning and implementation experience she gained in the Department of Mental Health Community Services Division and Local Program Support. Prior to her appointment at the DMH, she spent 10 years at the Office of Statewide Health Planning and Development working with educators and health care programs and administrators in workforce development for rural and medically under served areas. Brian Keefer - Brian was hired by CIMH in September 2000 to work in an Associate level capacity for the Planning Council's Human Resources Committee's Human Resources Project. The Planning Council supervises the Human Resources Project and determines the scope of work. His duties include staffing a variety of workforce development committees, conducting quantitative and qualitative research, and collaborating with other organizations seeking pragmatic solutions to California's mental health worker shortage. Brian reports on the project's progress at the quarterly meetings held by Planning Council. Prior to working for the Planning Council’s Human Resources Project, he was the program evaluator at Casa De Esperanza, a tri-county domestic violence sexual assault services provider serving Sutter, Yuba, and Colusa counties. Michael Gardner, Associate Mental Health Specialist - Michael began working with the Planning Council in February of 2007 and provides staff support to the Quality Improvement Committee, and the Older Adult SOC Sub-committee. He is also the Conflict of Interest Officer for the Planning Council. Prior to coming to the DMH Michael worked for Sacramento County in the Department of Human Assistance and Child Protective Services. Contact Michael at: Michael.Gardner@dmh.ca.gov
Tracy Thompson, Staff Services Analyst, joined the Planning Council in October 2005 to staff the Human Resources Committee. Previously, Tracy worked for the Department of Human Assistance as an Americorps VISTA on the "Opportunity Knocks" project, a mentoring program for at-risk youth. Narkesia Swanigan - Associate Government Program Analyst - Narkesia joined the Planning Council in October 2007 to provide professional staff support to the Human Resources Committee. Her responsibilities include researching and gathering data on workforce education and training related issues, assisting in developing reports, preparing correspondence and communication for dissemination to committee members and interested parties, and consulting with the DMH, CMHDA, and other stakeholder groups. Prior to working for the Planning Council, Narkesia gained valuable experience supervising programs and maintaining daily operations of various school sites throughout the Greater Sacramento Area working for the Child Abuse Prevention Center's SMART Kids Program. Narkesia holds a master’s degree in counseling psychology with a concentration in marriage and family therapy from the University of San Francisco. Contact Narkesia at narkesia.swanigan@dmh.ca.gov
Lisa Williams, Office Technician - Lisa provides administrative support to the Planning Council. She previously worked for the State at the Department of Health Services for over 13 years.
