What is Long Term Care Services?
Mission
The Department of Mental Health, Long Term Care Services, is entrusted with the administration and leadership of the California state hospital system and the forensic Conditional Release Program (CONREP). We strive to provide effective, efficient, culturally competent, state-of-the-art mental health services in the most appropriate environment of care. We strive to provide services that are cost effective and consumer driven, consistent with public safety, responsive to the needs of our consumers, and have positive outcomes.
Philosophy
We believe the people of the State of California deserve an integrated, coordinated mental health system that is cost effective and consumer driven, enhances public safety, and achieves positive outcomes. We believe that the process of providing state-of-the-art clinical evaluation and treatment for mentally disordered, civilly committed, and forensic patients takes place most effectively in an environment which fosters innovation, creative problem solving, mutual respect, and a dynamic, therapeutic milieu, characterized by collaboration among staff, patients, families, and external agencies.
Vision
The Long Term Care Services Division envisions a time when patients, staff, volunteers, family members, community mental health, and CONREP work together to achieve a common goal of reintegration of patients successfully into their communities. We can foresee a time when the work environment is safer and conflict is resolved in an atmosphere of mutual respect and dignity; where state-of-the-art mental health care is the standard for all services; where continuous improvement processes are fostered by leadership, supported by information systems, and where staff, patients, and stakeholders participate in the improvement process using principles of total quality management; where success is measured by outcomes; and where research and education lead to improved understanding of mental disorders, treatment strategies, outcomes of care, and diminished stigma and discrimination directed toward the mentally ill.
