Update on Staffing Reductions

April 12, 2012

As the Department moves forward with our staffing reductions, we have committed to providing as much information as possible to affected employees.  Part of the process to determine which employees in the affected classifications are at greatest risk of layoff is to determine each employee’s seniority score, which is determined by the total number of months of State service.

When the Department files a Layoff Plan with the Department of Personnel Administration, we do so with the information we have available to us at the time.  That information is known as the “raw” or “preliminary” score.  An employee who may have had prior service with the university system or with the military may have additional time that may count toward his/her service credit.  That information has been solicited from employees and the Department is working to gather all of the documentation submitted to us.  Once all of that information is verified, a final seniority score will be calculated, and shared with affected staff.

Today, we are publishing the "raw" seniority scores for employees in classifications affected by staffing reductions in the hospitals as well as the number of positions being reduced in each classification.  This may help employees to determine whether they are at risk of layoff, and need to consider applying for other positions.

In addition, each hospital has created an email account you may utilize to ask questions related to SROA/Surplus status, layoff, staffing reductions, or any issue related to the staffing reduction plan, staffed with human resource professionals who will assist you with your specific questions.  Those email addresses are as follows:

Many employees have also indicated they are interested in submitting suggestions into documentation streamlining efforts the Department is undertaking.  Issues or concerns you are wishing to share may be sent to Clinical Operations at staff.input@dmh.ca.gov.

We appreciate each of you, for your service and commitment to the vulnerable segment of the population we treat in our facilities.
